Objective

ACTHYVE addresses the urgent need to de-risk hydrogen technologies and accelerate their deployment to boost Europe’s R&I capacity and industrial competitiveness for the clean energy transition. Strengthening the EU Technology Infrastructures (TIs) landscape in hydrogen that can bridge TRL 5–8, is central to this ambition. The consortium unites leading RTOs and companies across eight countries, supported by European associations (Hydrogen Europe, Hydrogen Europe Research, CO2 Value Europe), representing 870+ actors, including ~100 SMEs. The methodology has three phases: (1) mapping existing TIs and industry needs to identify gaps and barriers; (2) developing a Strategic Roadmap 2035 with four scenarios to propose adaptive strategies, investment priorities, and new services such as certification, safety, training, and data management; (3) defining pathways for implementation with governance, layered financing, and sustainable business models. Stakeholder engagement is ensured from the start through the associations’ networks, an Advisory Board bringing national/regional perspectives, policymakers, TI managers, funders, EU partnerships, and relevant projects, enabling extensive consultation and feedback loops. ACTHYVE will generate two main exploitable results: a Digital Platform as a one-stop shop to improve TI visibility and access for industry; and a high-level White Paper including the Strategic Roadmap, investment priorities, coordinated governance model, and Policy Toolkit. Generic recommendations will be highlighted for replication beyond hydrogen. Together, these outputs will deliver a coherent EU strategy on hydrogen TIs, foster cross-sector collaborations and provision of cross-border services including from under-represented countries, thus strengthening competitiveness, resilience, and Europe’s clean energy transition.
