OPERATING OPEN RESEARCH EUROPE AS A NON-PROFIT OPEN ACCESS SCIENTIFIC PUBLISHING SERVICE FOR THE PUBLIC GOOD

Objective

Open Research Europe (ORE) is an open-access publishing platform launched by the European Commission in March 2021 to provide researchers and citizens with free access to scientific discoveries and enable cost-free publishing for authors. Building on ORE's initial success and guided by the scoping report and joint Statement of Intent signed by a consortium of national funding organizations and research-performing organizations (the Funders' Group), this proposal outlines CERN's plan to operationalize ORE 2.0—an expanded and collaboratively governed evolution of the platform. ORE 2.0 will maintain the innovative Publish-Review-Curate (PRC) model of post-publication open peer review while significantly broadening researcher eligibility to expand submission opportunities. The platform will operate as a non-profit service, collectively supported through a co-funding model: 60% from the European Commission and 40% from a consortium of National funding agencies and research institutions (Funders' Group). CERN will serve as the institutional host, while the Funders' Group will exercise collective governance through dedicated mechanisms established in the ORE Collaboration Agreement. This proposal details CERN's approach to hosting and managing ORE 2.0, including operational frameworks, governance structures, and implementation strategies to deliver a sustainable, community-driven open-access publishing infrastructure for European research.
